Trump should impose equilibrium

Trump still does not understand that Chinese enrichment is the threat, not the trade disequilibrium in itself. As a consequence, he takes those too primitive measures: trade tariffs.Although with his stubborn common sense he begins to understand that trade with China is the real threat, not with Canada, nor Mexico nor the EU, still, his primitive mind does not yet see the enrichment.
Tariffs on a huge chunk of Chinese imports invite retaliatory measures, they will cause a trade war and a world business confidence downfall. Better were a more fundamental measure by which, as measured in money terms, no more trade would be allowed in from China than trade going out to China, full stop. In other words, simply to impose a trade equilibrium.
Implementing this would of course be a novelty.
It would also require a new Trade Control Agency to monitor and enforce the new rule, quarter by quarter. Setting that up would be complicated and require very hard work, but it seems to be the only right way. It would right the 2001 WTO wrong of having allowed free trade with China in the first place. Although neither Trump nor his advisers seem to have the insight to do this - nor do the many opinion writers to advocate it - the present rather wild tariff measures still do not entirely preclude success. It just might work.
