My prediction about Ursula: TWO SPEEDS

Readers know that in my 2017 book (note below) I named Ursula as one of three promising Europeans. Now nominated to succeed Jean-Claude Juncker, the question is how good a President for the European Union she will be. She already chose the quite decisive and outspoken Spaniard Josep Borrell for future Foreign Secretary (officially called 'High Representative for Foreign Affairs and Security', what a silly title!). That choice means she will want things to move. The major structural weakness of the EU being the unanimity rule that allows any single member country to block Brussel's initiatives and policy, she will want to make the Union more governable. But a few Eastern members of the Union will surely not wish to give up to Brussels any of their sovereignty, so I would predict Ursula will finally initiate what was already proposed by Jacques Delors, a Europe of two speeds. The speedier of the two parts, with Germany, the Benelux, France, Italy, and probably Spain at its core, would then be governable by majority rule, ignoring the stubborn Easterners. And that in turn will finally make those Eastern members feel the effect of their disloyal attitudes. They will have to choose between staying excluded from big European decisions or accept majority rule and a few other rules like strictly controlled independence of the judiciary in their countries. It is high time ignorance of Brussels authority in such matters had consequences.
If this so happened, it would be a major step forward for the European Union.
